明治期の最重要英字新聞Japan Weekly Mail紙の第３回配本（1880-1884年）が発刊となりました。この時期のＪＷＭ紙は、後にロンドン・タイムズの日本通信員を務めることになるイギリス人ジャーナリスト、F. ブリンクリーが経
営権を取得、日本のメディアとしては初めてロイター通信と特約を結びます。同時に、欧米主要都市に通信員を配置し、国際報道機能では邦字新聞含め国内新聞業界でもっとも充実した報道活動を行います。その対外的影響力を重視した明治政府が、不平等条約改正へ向けた欧米言論界への働きかけに、間接的にこの新聞を利用したとも言われています。工部大学校で教鞭もとった日本通ブリンクリーは、日本アジア協会の活動報告などの文化面の紙面もさらに拡充し、ゴンスを痛烈に批判したフェノロサの書評をはじめ、イザベラ・バード『日本奥地紀行』、Ｂ．Ｈ．チェンバレン『日本の古典詩』など数多くの日本書の書評やそれに対する反論が紙面で交わされます。
別冊には記事見出し索引に加え、この時代の外国人の来日や日本人渡航の調査に、最も詳細な資料でもあるＪＷＭ紙の“Shipping Intelligence”欄の利用につき、伊藤久子氏の解説が掲載され
